Psychological Wellbeing Practitioners (PWP) are graduates with a bachelor's degree in health and welfare professions who undergo training during the course of their work. Their responsibilities include conducting triage assessments and supporting targeted interventions, which provide tailored – individual and/or group – responses to service users facing mild psychological challenges.
The role of PWP professionals is integrated within the Stepped Care model, which aims to provide personalized mental health support according to each service user's level of need. This approach allows for effective, focused, and sensitive responses for every individual.

The Stepped Care model for mental health offers an innovative approach to delivering personalized emotional support. It is based on the principles of flexibility, continuity of care, and optimal resource utilization. Instead of a one-size-fits-all solution, the model enables mental health support to be provided at different levels of expertise and complexity — from peer support, information, counseling, and resilience-building tools provided by community mentors, through Psychological Wellbeing Practitioners (PWPs) who address moderate difficulties and promote wellbeing, to professional treatment offered by licensed mental health experts.
PWP-ISRAEL is a pioneering and unique program within the public sector, providing services to individuals experiencing moderate psychological distress. It offers bachelor’s degree holders in health and welfare fields the opportunity to integrate into the public service system and contribute to mental health care in Israel.
The program also introduces management, training, and supervision components, enriching the work of experienced licensed professionals and improving public access to structured psychological assessments and interventions.
